I received the same issue recently. I guess your issue has been solved by now. I have penned down my thoughts on this. Hopefully it will be helpful for someone.
Checks to do:
1: Check the asset quantity in the asset master.(This is what worked in my case)
- As there can be a transfer of asset in some cases which then transfers the quantity to the final asset, which can make the quantity = ZERO.
-The quantity of the asset should be greater than ZERO for a successful Reversal of GRN.
2: Check whether the Invoice has been done, if yes then first reverse the invoice then the GR.

It is clearly given in Documentation of the FM to use this to create document structures.
I assume this is what you are looking for.
