adding Business Partners in di api

Hi,

I am trying to Business Partners with di api.

But when i give in accounting tab tax details like tin,tan and Service Tax No it will asking ship to address details.

If i give ship to details it showing below error.

[OCRD.State1] , 'Linked value AP does not exist'

[OCRD.State2] , 'Linked value TS does not exist'
